Fenicia emerges as an opportunity to weave an urban fabric capable of altering the city’s narrative. The connection between Avenida Jiménez and Carrera Séptima, culminating in Plaza de Bolívar, endows the heart of Fenicia (Urban Action Unit 3, in Block 26 of the Partial Plan) with a significant role in downtown Bogotá as part of the public space system leading up to Monserrate. Furthermore, the scale and importance of Fenicia’s Central Plaza are defined by its strategic location and the potential connections that can be established with the immediate context, forming an urban node.

The ensemble comprising the edge park, the plaza, the Universidad de los Andes building, and the northern commercial side of Avenida Jiménez forms a system of edges with different scales, actors, and dynamics. The challenge of this block, viewed as a whole, lies precisely in weaving these edges together to create a unique place in the city. Fenicia’s presence and significance within the composition of the eastern piece of downtown are essential for integrating it with the hills. It also becomes a hub for intermodal exchange due to its proximity to TransMilenio, parking facilities, and connection to the future metro via 26th Street. It is a place of diverse actors, tourism, cultural, academic, and commercial activities, articulating with the squares and museums along the Environmental Axis.
