An urban layout was organized around a central park that leads up to the Mayor’s new building, through a linear park that would extend through Bolivar esplanade, reaching the Magdalena River. Designed as a park in which the carnival of Barranquilla would end, forming a front with commerce, hotels, offices, and housing. 96 urban hectares and 40,000 m2 of the new headquarters’ building.
